「bag」には単なる袋の意味もあって、今回はゴミ袋です。
ゴミは「trash」、スペル注意。

「short」は不足している状態を表す副詞で、「sell oneself short」なら「(能力を)安売りする」意味になるでしょう。今日の携帯版のラジオ英会話のDAILY TESTでは、「fall short of ～」なんて表現も出てきました。

「way」はここでは「はるかに」という意味の副詞として使われています。
